Mission Outline: An unseated officer of the 6th division had been seen sneaking out to the Rukongai every night at midnight, taking steps not to be followed. Although this is not breaking any laws the captain of the 6th division would like to know what the purpose of his secret trips are, with rumours of a possible love in the district, meetings with an individual known to be interested in the illegal trafficking of shinigami technology to the human world and his preparation to become a traitor all making their way around the division Lightning wants to put an end to the rumours. She is posting this mission to get him followed by those of the second division so that his motives will become clear.
Requirements for success: Successfully trail the target without being seen, find out whom he is meeting and for what purpose.
Requirements for failure: Fail to follow target, or being seen.
Other information:
The highest ranking officer will be the one in charge of the mission, they will be leading the mission and progressing the plot within it. They will be allowed to decide what the officer is doing in Rukongai but it must not be anything that would interfere with plot such as a plot to take over etc. I gave some ideas you are free to use in the mission outline.
